Special Ed FTE Reporting - IEPs, Segments and Scheduling

From FTE File Layout and Edit Rules:

SPECIAL ED ENVIRONMENT must be one of the following valid values if DATE OF BIRTH is such that AGE is greater than 5 as of September 1:

  • '1' Regular Class - inside regular class at least 80% of the time
  • '2' Resource Room - inside regular class 40%-79% of the time
  • '3' Separate Class - inside regular class less than 40% of the time




XX.8 8 = GENERAL EDUCATION COURSE IN A SPECIAL EDUCATION SETTING

An 8 as the first numerical digit to the right of the decimal indicates the students are students whose Individualized Education Program (IEP) has placed them in a general education course but in a special education setting and are being taught by a certified special education teacher. Students in these classes are earning Carnegie unit credit.

XX.9 9 = GENERAL EDUCATION COURSE IN A GENERAL EDUCATION SETTING WITH SPECIAL EDUCATION SUPPORT

A 9 as the first numerical digit to the right of the decimal indicates the students are students whose Individualized Education Program (IEP) has placed them in a general education course in a general education setting but with a specified amount and model of special education support listed on the IEP. Students are taught by a certified general education teacher and also receive the identified IEP support by the appropriately certified special education personnel. Students in these classes are earning Carnegie unit credit.



In an ideal situation, student schedules should be derived directly from their IEPs, but, we know that doesn't happen because of inherent limitations of IEP/SIS/Scheduling software used by school districts. Assuming SPED Environment codes are coming directly from student's IEP, the following report also helps you make sure that your Special Ed students are scheduled correctly, i..e., .8 and .9 courses are being used appropriately and also the inclusion information is entered correctly in the SIS.

We are adding another discrepancy report to FteTrack for Special Ed students, where we will compare two set of data elements being reported as part of the FTE data collection:
  • Special Ed Environment
  • FTE Segments

SPECIAL ED ENVIRONMENT is supposed to be derived directly from students' IEPs, whereas, FTE Segments (Program Codes) are supposed to be derived from student's schedules (instructional day)
